This edition served as a global platform to exchange ideas, policies, and strategies for delivering sustainable infrastructure and achieving the SDGs.
The 9th International Public-Private Partnership (PPP) Forum, organized by the United Nations Economic Commission for Europe (UNECE), took place from May 14 to 16, 2025, in Belgrade, Serbia. This landmark event convened government officials, private sector leaders, and PPP practitioners to explore how resilient and digitally enabled partnerships can accelerate progress towards the Sustainable Development Goals (SDGs).
Over three days, the forum addressed critical themes such as climate-resilient infrastructure, stakeholder engagement, gender equality, blended finance, and AI integration in public service delivery. It also showcased exemplary PPP projects through the UNECE PPP and Infrastructure Awards.
Concept Realisation played an active role in several strategic sessions:
- Nasser Massoud, Founder and Managing Director, participated in the high-level policy debate on artificial intelligence and PPPs, offering insights on the potential of AI to improve transparency, decision-making, and value for money in infrastructure planning.
- As Chair of the Social Sector Chapter at WAPPP (World Association of PPP Units & Professionals), Nasser also contributed to several expert discussions on aligning PPP strategies with climate and social goals.
- Meriem Mesfioui Raja, Digital Health and Stakeholder Engagement Specialist, took part in the parallel session on stakeholder engagement, contributing to the ongoing peer review process of the UNECE Guidelines on Enhancing Stakeholder Engagement in PPPs. Her intervention emphasized the need for inclusive, human-centric approaches to drive adoption and long-term sustainability in complex infrastructure projects.
In addition to its formal contributions, the forum was a valuable opportunity to connect and reconnect with fellow WAPPP members who were also actively engaged in various panels and networking sessions. These interactions reinforced Concept Realisation’s positioning within the global PPP community and strengthened its ties with peers and institutional partners committed to innovation and sustainable impact.
The event further highlighted the transformative role of PPPs in climate action and digital transitions, with key sessions exploring the integration of green hydrogen, AI-driven governance, and gender-responsive infrastructure models.
