The Sultanate of Oman has signed the region’s first social sector PPP for integrated drug treatment and rehabilitation — a pioneering initiative supported by Concept Realisation as Lead Transaction Adviser.
We are proud to announce the signing of a groundbreaking Public-Private Partnership (PPP) agreement between the Ministry of Health of Oman and Al Salwa Care and Health Services LLC, a joint venture between Omani investor Neem Projects and Malaysian operator Solace Asia.
This transaction marks a series of historic firsts — both for the Sultanate and for the global social sector PPP landscape.

- One of the first integrated clinical PPPs in the region — covering detoxification, rehabilitation, and aftercare

As Lead Transaction Adviser, Concept Realisation provided full-lifecycle advisory services covering financial, clinical, technical, commercial, legal, and procurement aspects.

- PPP structuring and business case development
- Fiscal obligation analysis and Public Sector Comparator
- Bid documentation and bid evaluation
- Drafting of the Partnership Contract
- Procurement process management on behalf of the Ministry of Health and Ministry of Finance
- Development of the Post-Contract Monitoring Regime
- Training workshops for the public monitoring team
