Dr. Varun Goyal, Health Sector Lead at Concept Realisation, has been appointed Chair of WAPPP’s South Asia Chapter — bringing a decade of PPP experience and a strong social sector focus to this key leadership role.
We are pleased to share the appointment of Dr. Varun Goyal as the new Chair of the South Asia Chapter of WAPPP – the World Association of PPP Units and Professionals.
Currently serving as Health Sector Lead at Concept Realisation and Managing Partner at Garnet Global Consultants LLP, Dr. Goyal brings over a decade of expertise at the intersection of healthcare, economics, and public-private partnerships. His leadership comes at a pivotal time, as South Asia expands its commitment to scalable, sustainable infrastructure and social impact through PPPs.
A certified dentist with an MBA in Hospital Management, Dr. Goyal has built a uniquely multidisciplinary profile, combining clinical knowledge with strategic policy design, project structuring, and capacity building across geographies.

Dr. Goyal has served as a planner, defining hospital capacity needs; a researcher, evaluating PPP performance; a policy developer, drafting national guidelines; and a trainer, building institutional capability in collaboration with The World Bank and other leading actors.
